This program, which was developed in response to a 1991 initiative from the Saskatchewan School Based Administrators special subject council, has six modules. Program delivery has been contracted to SPDU. Modules are offered as regular centralized sessions from time to time throughout the year, but more regularly during the summer. Modules may also be contracted by school divisions or other groups. A province-wide network of in-school administrators was trained in 1995 to serve as program facilitators. Two or three of these trained facilitators lead each module workshop.
The program has as its foundation principles of adult learning, reflective practice, professional autonomy and responsibility, practicality, equity and leadership. Learning is experiential. Participants engage in team learning, working in small groups, entering into dialogue, debate, role play, case study and simulation.
